Exams and Bureaucracy

Exams are complete for the year and I walked out knowing that I have passed and for a pass/fail course that is all that really matters :)

However, today I have been having to deal with the bureaucracy that stops the British government from running. Why is it that the level of responcibility and power that a bureaucrate has is inversly proportional to the ability of same? And why are "public servants" immune from acountability for thier actions and jobs. I think that the safety of a government job should be removed so that the bureaucrate again becomes accountable to the public which pays them.
